Overview

Directorate of Industries, Govt. of Maharashtra (GoM) is an executive arm of the Industries Department of Government of Maharashtra and is engaged in implementation of government policies for all round development of industries in the state by seeking coordination amongst the state level promotional corporations like MIDC, MSSIDC, KVIB etc. and other department of the government relating to industries.

The Directorate of Industries has been established to monitor, implement and develop various schemes including Incentive Schemes for promotion of industries in Maharashtra. It also assists the State Government in the formulation of various industry related policies and promotional schemes viz. Industrial policy, SEZ policy, IT Policy, Package Scheme of Incentives etc.

The Directorate of Industries implements various schemes and incentives for promotion of industries in Maharashtra. Most notable among all the schemes is the Package Scheme of Incentives 2013, the latest one announced along with the latest Industrial Policy 2013 of the State.

The Directorate is supported by six Regional Offices, a sub regional office at Nanded and DIC (District Industries Center) at every district. The powers to implement the schemes are decentralised to maximum extent and are vested with the DIC for effective delivery mechanism at district level.

Objectives

The Directorate of Industries implement, develop and monitor various schemes and impart incentives for promotion of industries in Maharashtra. It also assists the State Government in the formulation of various industry related policies and promotional schemes viz. Industrial policy, SEZ policy, IT Policy, Package Scheme of Incentives etc.

Department Functions

The Key functions of the Directorate of Industries are:

• Issue of LOI / Registration to Public / Private Information Technology/ Information Technology Enable Service(IT/ITES) Parks and Information Technology/ Information Technology Enable Service units Public / Private IT/ITES Parks
• Issue of LOI / Registration to Private Bio Technology (BT) Parks and units
• Issue of permission for purchase of agricultural land more than 10 hectares for bonafide industrial use as per Mumbai Tenancy & Agricultural Land Act 1948 (Amendment-1994) under Section 63(1)(A)
• Issue of Stamp Duty Exemption & Eligibility Certificate and sanction of Incentives to industries under Package Scheme of Incentives (PSI) 2013
• Issue and Renewal of Manufacturing and Trading License of Lubricant Oil and Grease
• Facilitation for Industrial Entrepreneurs Memorandum (IEM)
• Registration as approved supplier (Manufacturer / Trader) through Central Store Purchase Organization
• Recommendation of proposals to Govt. of India under Govt. of India’s Micro, Small Enterprises Cluster Development Program (MSE - CDP):
  • Approval of 10% State Govt. Contribution to projects approved by GoI
  • Execution of tendering process for procurement of plant and machinery for projects approved by GoI
• Implementation of schemes / program at District Industries Center such as:
  • Seed Money Scheme
  • DIC Loan Scheme
  • District Award Scheme
  • Entrepreneurship Development Training Program
  • Prime Minister’s Employment Generation Program
• Services related to Cooperative Industrial Estate
• Provision of reservation of certain items in Procurement Procedure
• Grant of 50% concession in the rental exhibition space for industries in International Trade Fair
• Services related to Udyog Mitra
• Assistance under critical infrastructure development schemes
