Overview

The major thrust of the State Government’s Industrial Policy is to encourage and promote dispersal of industries from the developed regions of the state to the developing and backward regions of the State. Development agencies like Maharashtra State Financial Corporation (MSFC), Maharashtra Small Scale Industries Development Corporation (MSSIDC), Regional Development Corporations (RDCs), etc. have been set up for the purpose. Likewise, District Industries Centre’s (DICs) have been set up in 1978 at the district level as a major linkage for development in the district. It is the responsibility of the DICs to encourage entrepreneurs to set up their small scale business enterprise in the district and maintain the balance of development. All these agencies are involved in the process of giving clearances / sanctions like permission of acquisition of land, water, electricity, financial assistance, other statutory clearances, NOCs, Licenses, permissions, etc. to the new industries. Each of these agencies however, has a specialized nature of work and the entrepreneur has to approach each of them separately to secure the requisite approvals.

The Government in order to help the entrepreneurs in acquiring the State level statutory clearances, NOCs, Licenses, permissions, etc. and also to expedite the setting up of the venture at the earliest, constituted the State Level Udyog Mitra Committee (SLUMC) vide GR dated 21st November, 1979. The Development Commissioner (Industries) is the Chairman and the Joint Director of Industries is the Member Secretary of the said Committee.

Similarly, at the district level, “Zilla Udyog Mitra” (ZUM) under the Chairmanship of Collector & Deputy Industries Commissioner was set up vide GR dated 30th May, 1984 at the district level to provide a forum where the entrepreneurs can get appropriate guidance and speedy assistance and also where some of the local inter-departmental problems can be resolved. The Chief Executive Officer, Zilla Parishad & Chairman, District Rural Development Agency is the Dy. Chairman and the General Manager, DIC is the Member Secretary of the said Committee. The ZUM meeting should be held at least once every month. Only those issues which remain unresolved despite discussing them on a number of occasions, should be referred to DLCC by a resolution.

Similarly, a suitable forum at the divisional level viz. “Divisional Level Coordination Committee” (DLCC) at the Divisional level was reconstituted vide GR dated 30/10/1987 and the Divisional Commissioner who has been designated as the Ex-officio Additional Industries Commissioner vide GR dated 10/4/1980 is the Chairman of the said Committee. The Managing Director of the RDC is the Convener of the DLCC. The DLCC meeting should be held at least once in a three months. Only those issues which remain unresolved despite discussing them on a number of occasions, should be referred to SLUMC by a resolution.
